Background: UPAC was one of the first park advisory councils established in Chicago. Its organization was initiated by the Logan Square Neighborhood Association (LSNA) in July 1986.
It is responsible for improvements in community involvement in park administration, and innovations in parks design, including the installation of soft surfaces in the 90s and, more recently, was one of the first parks given a makeover as part of the Chicago Plays initiative by the City of Chicago.
